Ruben Mosquera, 74, was arrested after an investigation in Middletown determined that he had inappropriate contact with an 11-year-old. Mosquera left the area and never returned to court to answer the charges and a warrant was issued for his arrest, state police said.
Mosquera is described as a Hispanic male, 6-foot-1, 220 pounds with brown hair and eyes. He is known to have ties in Allentown, Pa., and Columbia. He frequently visits New York, state police said.
